DEMOCRACY Spain is a democracy . There is freedom, justice and equality. The United Nations Universal Declaration of Human Rights establishes human rights for all. We all have rights , but also we have responsibilities. DIVISION OF POWERS The Legislative power is exercised by the Parliament. It is made up of two houses: the Congress and the Senate. The Executive power is exercised by the Government, The Government headquarters is The Moncloa Palace. The Judicial Power is exercised by the judicial system . Judges work in courts and tribunals . HOW IS SPAIN ORGANISED? Spain's 1978 Constitution also established the organisation of the regions. There are 17 autonomous communities and two autonomous cities , Ceuta and Melilla. Each autonomous community has its own Statute of Autonomy. They define: the territory of each community. the governmental institutions. its official language(s), flag, coat o...
